席平，男，汉族，1958年生人，中共党员；毕业于西北纺院，曾经当过知青下过乡、干过技工经过商、外运外贸做了十几年，现就职于西安浐河经济开发区管委会；担任社会职务有中国物流学会理事、特约研究员，西安系统工程协会理事，被大陆桥发展研究中心和大陆桥视野杂志社聘为专家委员会委员。
主要研究方向。国际陆港、内陆港区、临港产业区和内陆城市一体化发展，内陆地区国际运输与区域经济发展的研究。从2001年至今，在“2001——2003新亚欧大陆桥区域合作国际研讨会”、《大陆桥视野》、《新亚欧大陆桥国际信息网》、《唐都学刊》、《经济观察》、《中外物流快讯》、《中国港口码头》、《中国航务周刊》、《中国港口》、《中国储运》、《综合运输》、《现代物流报》、《物流时代》、《中国纺织报》等国际会议和刊物上发表了相关文章。
主要研究成果:
2001年初，在《唐都学刊》发表了“在西安建立国际陆港，促使西安成为国际化大都市”的文章；
2001年夏，在《唐都学刊》发表了“在西安建立沿海港口港务区”的文章；
200年初，在《经济观察》发表了“西安建立各沿海国际港口城市经济特区群（租界）”的文章；
2007年春，在《中外物流》发表了“西安陆港和临港产业区的布置与规划”的文章；
2007年秋，在《中国港口码头》发表了“建港兴市、开发中国内陆地区”的文章；
2009年出春，在《大陆桥视野》发表了“第五代港口.联营合作子母港” 的文章；
2009年出春，向全国人民代表大会提交议案“关于提请对《国际贸易术语解释通则(陆港)》讨论的意见”，随附修改的《国际贸易术语解释通则(陆港)》草案，中国国际商会对该草案初步认可。
代表论著产生的社会影响。2003年，提出“在内陆城市建立沿海港口异地港务区”的方案，在上海港的推动下，西安市政府将该方案确定为“十一五”龙头建设项目，决定在西安新筑开发占地122平方公里的“西安国际港务区”项目。目前，项目已经开工建设，国家发改委、陕西省政府将该项目列为“十一五”期间重大建设项目。
在国际陆港和内陆港区概念的影响下，郑州、石家庄、沈阳相继建立了陆港，天津计划在内陆12省市建立陆港，上海、连云港、日照等港口计划在经济腹地和新亚欧大陆桥中国段建立内陆港区；国际陆港和内陆港区概念在国内、国际物流界引起较大关注。
国际陆港和内陆港区建设将成为内陆城市与沿海港口城市合作发展的结合点；陆港临港产业区的建设、建港兴市开发中国内陆地区的实施将改善内陆城市国际物流和国际贸易的投资环境，也将成为一项国家经济发展的国策。
